Overview Information
Medical respite is a vital component of the continuum of care for people experiencing homelessness and yet some programs struggle to demonstrate their value and impact. The diverse nature of medical respite care means data collection practices and design are unique and not standardized across programs. This diversity is a strength and allows programs the flexibility to meet the specific needs of their community and funders; however, many programs have identified outcome measures and implemented data collection processes that may be useful to their peers. The Medical Respite Outcomes Measures Learning Collaborative will explore different methods of data collection and identifying outcome measures among medical respite programs and develop recommended data collection practices aimed at quality improvement.
Over the next year, the Learning Collaborative will develop guidelines and promising practices as a resource for medical respite programs across the country. The Learning Collaborative will include up to ten medical respite programs and will be convened and administered in partnership with the Respite Care Provider’s Network (RCPN). RCPN Steering Committee members will serve as Subject Matter Experts to the collaborative. In the fall of 2019, Learning Collaborative participants will field test the drafted guidelines in their own programs and revise the guidelines based on the field test results. Finalized guidelines will be published in March 2020.
The goals of the Learning Collaborative are to:
- Create a shared learning environment with peers and experts in medical respite care
- Understand the process in which programs determine outcomes measures
- Identify and field test promising practices in data collection
- Create guidelines to assist medical respite programs in implementing data collection practices that show the benefits of their program
Timeline & Key Dates
- Deadline for Applications: Thursday, February 15, 2019, by midnight PT
- Virtual Meetings: February 2019 – May 2019
- Complete Draft of Guidelines to be Field Tested: June 2019
- Field Test Guidelines: July 2019 – September 2019
- Convene Two Additional Virtual Meetings: September 2019 – November 2019
- Publish Guidelines: March 2020
- Present Published Guidelines at the 2020 National Health Care for the Homeless Conference & Policy Symposium: May 2020
The Learning Collaborative will meet by videoconference four times in the following schedule, starting at 2:00 p.m. Eastern Time each day (1:00 pm CT, 12:00 pm MT, 11:00am PT).

Who Should Participate?
Health Care for the Homeless health centers, community health centers, potential health centers and other non-affiliated organizations that operate medical respite programs OR medical respite programs that partner with health centers are eligible to participate. Learning Collaborative members must designate one staff person to participate in meetings and it is important that this staff person have knowledge of the organization’s data collection practices.
Participant Expectations
Learning Collaborative participants will be expected to do the following:
- Participate in all four of the monthly meetings through June 2019 and two additional meetings in the fall of 2019 (dates TBD based on participant availability).
- Actively participate in all meetings, sharing experiences, program practices, challenges, and lessons learned.
- Complete evaluations after each virtual meeting/learning session.
- Field test data collection processes to help determine their feasibility and program benefit.
- Assist in drafting best practices for identifying outcomes measures for medical respite programs.
